Message If it's raining you are driving through an air/water medium vs just the air. This mix medium obvious has higher viscosity/friction than just air. So it takes more HP, hence fuel, to overcome this resistance at a given speed. As speed goes up this resistance goes up exponentially so at highway speed it's a considerable factor.
